Jenalee comes with a full background of school expertise with 18+ years in the school system. Jenalee's prior positions range from clerical, discipline, guidance, career technical, special education, and last, but certainly not least - EMIS. She has found this broad array of school knowledge to be beneficial in her role as Treasurer and enjoys sharing her love of EMIS with others!
Cajon Keeton
Treasurer/CFO, Benton Carroll Salem Local SD
Cajon Keeton is the Treasurer for the Benton-Carroll-Salem School District in Northwest Ohio. Prior to becoming a Treasurer, Cajon spent 5 years in the classroom as a business and technology teacher. He has a passion for school finance, as well as teaching and learning.
Mr. Keeton holds a B.A. in Education (Bowling Green State University) and a M.A. in Educational Administration (Tiffin University).
Kyle Smith
Treasurer/CFO, Bexley City Schools
Kyle F. Smith has been serving as the Treasurer/CFO for Bexley City Schools since January 2017. Previously, he was the Assistant Treasurer at Upper Arlington City Schools and Treasurer at Portsmouth City Schools. He holds a bachelor’s degree in Business Administration with a major in finance from Ohio University. He has given back to his profession by serving on the Executive Board of the Central Chapter of OASBO and is currently a member of the OASBO Legislative Committee. In addition, he is on the Board of Trustees at Ohio GFOA.
Nicholas Martin
Treasurer, Brookville Local SD
Nick Martin joined Brookville Local School District at the beginning of December 2021 as Treasurer. Prior to joining Brookville, Nick was the Treasurer at North College Hill City School District (2018-2021) and Dayton Early College Academy (2014-2018). Nick started his career as a financial auditor with the Auditor of State's office in 2011. For the last year, Nick has served as OASBO's LPDC Chair and was vice-chair for the prior two years. Outside of the Treasurer's office and school finance, Nick enjoys learning more about the financial markets and golfing. Nick lives in Lebanon, Ohio with his wife, Alissa, and 3 children.
Matt Stout
Partner, Bricker Graydon LLP
Matt Stout is a partner in Bricker Graydon's Public Finance group and practices in the areas of public finance and public law, emphasizing school and local government law. He assists and advises with the documentation and issuance of general obligation and revenue bond transactions for municipalities, school districts, and other political subdivisions; assists and advises municipalities, school districts, and other political subdivisions with tax-exempt lease purchase financings; and provides general counsel assistance to political subdivisions.
Matt Feasel
Treasurer/CFO, Pike-Delta-York Local SD
Matt Feasel has been facing the issues of school finance for over thirty-six (36) years now. Currently he is serving as CFO/Treasurer of the Pike Delta York Local School District in Northwest Ohio. Prior to that, Matt’s professional path has taken him through the Perrysburg Exempted Village, Hilliard City, Fremont City and Elmwood Local Schools.
Matt has served as the OASBO President during the 1997-98 year. He remains an active member of OASBO serving on several committees. He’s a past board of education member serving eight (8) years as a member of the Elmwood Board of Education in Wood County. He enjoys working with K-12 Business Consulting and school business professionals across the state, providing forecasting and treasurer search services. Mentoring new treasurers and providing needed and necessary professional development have been a high priority for him his entire career. He enjoys playing golf, traveling and spending time with his family and seven (7) grandchildren.
Kerri Johnson
Treasurer/CFO, Anthony Wayne Local Schools
Kerri Johnson has been the Treasurer of Anthony Wayne Local Schools since 2006. Prior to being hired at Anthony Wayne LSD, she was the Treasurer at Gibsonburg Exempted Village School District for 14 years. She started her career at Vanguard Vocational Center as an Assistant Treasurer in 1990 and worked there three (3) years.
Ms. Johnson is a graduate of Tiffin University with a Bachelor Degree in Business Administration with a minor in Finance. She is a member of the Ohio Association of School Business Officials and a past president of the Northwest Ohio Chapter. She serves on various OASBO committees.
Jenny Moneghan
Retired Assistant Treasurer
Jenny Moneghan, retired as the Assistant Treasurer for the Anthony Wayne Local School District, served in that position for 8 years. Prior to Anthony Wayne, she worked as Assistant Treasurer for Gibsonburg Exempted Village School District and was at Gibsonburg for almost 18 years. Ms. Moneghan is a graduate of Terra State Community College with an Associate Degree in Business and a major in Accounting. She is a member of OASBO and their local chapter NWOASBO.
Ms. Moneghan lives in Green Springs, Ohio with her husband. In their spare time, they enjoy raising and showing their Labrador retrievers and Cavalier King Charles Spaniels. They have 3 adult children and 3 awesome grandchildren.
Melcie Wells
Treasurer/CFO, Warren City Schools
A public school Treasurer for 15 years, Melcie has established herself as a respected colleague that strives in leadership and collaboration. A 1993 graduate of Waterford High School, a 1996 graduate of Marietta College with a Bachelor of Arts degree in Accounting, Melcie started her career in the newspaper industry serving as the accountant for the Gannett owned Marietta Times in Marietta, Ohio. In 1999, she decided to further her education and in 2000, became a graduate of Ohio University with a Masters of Science in Accounting.
In 2000, Melcie accepted a position with the Local Government Services division of the Ohio State Auditor’s Office. Over the next eight years, Melcie worked with various governmental entities assisting and or completing GAAP conversions, five-year forecasts, PAFR’s, training of governmental finance officials, and creating training manuals.
In 2008, Melcie accepted her first Treasurer’s position in her home school district, Warren Local in Vincent, Ohio. In 2011, Melcie accepted an additional position with Fort Frye Local Schools as their Treasurer and served both District’s through a shared services agreement for 2 years. Melcie still serves as the Treasurer at Warren Local currently and is a past OASBO Board President.
Rhonda Feasel
Treasurer/CFO, Mohawk Local SD
Rhonda Feasel holds a Bachelor of Science in Business Administration from Heidelberg University and Masters of Education – School Business Official from Ashland University. She has experience working with the Crawford County Auditor’s Office, State Auditor’s Office, two public schools (Elgin Local and Mohawk Local), one educational service center (North Central Ohio ESC), and Marion Technical College as a professor of Accounting and Business. Rhonda has been active in OASBO for over fifteen years. During that time she has served on the Auditor of State, Education Finance, and Diversity, Equity and Inclusion committees.
