School districts have many things to consider when planning for its operating and capital improvement needs. This session will focus on topics that may influence the decision making process including the consideration of economic market conditions, tax base changes, student enrollment trends, instructional delivery methods, and ballot timing. These areas, and others, will include consideration to the current state of the coronavirus pandemic and how it may be considered in the planning process.

Marvin Founds is a director and municipal advisor with Baker Tilly Municipal Advisors, LLC. He has been an education finance professional for over 30 years, serving as treasurer/CFO for various school districts in Ohio and later as managing director for a large Midwest capital markets investment banking firm serving assorted education and traditional local government clients.
Through his longtime involvement in the field, Marvin has developed a statewide reputation for his range of knowledge in school finance. He has been a speaker and panelist at many conferences and workshops on topics related to public finance, capital planning, school district revenue and expenditure forecasting, millage studies and bond issuances.
Marvin earned a Bachelor of Science Degree in Business Administration with a Finance concentration from The Ohio State University, and has two Master’s Degrees from Ashland University - Business Administration and Education.

Jordan specializes in client services related to school district capital planning and debt issuance processes. Her professional background includes income tax revenue forecasting and economic trend analysis, as well as central bank policy, revenue volatility and export markets research.
Kristine Blind
Treasurer/CFO, London City Schools
Kristine Blind is the CFO/Treasurer for the London City School District in Madison County. She previously held this position from August 2011 through August 2017 before leaving for the same position with Gahanna-Jefferson Local Schools.
Kristine has been involved in school finance since 1996, beginning as a support staff member in Washington County. She has held several positions throughout her career before becoming a Treasurer in 2009. As a long-time OASBO member, Kristine has participated in numerous committees and serves as a seminar director, mentor as well as frequent presenter.
Emily Hatfield
Treasurer/CFO, Olentangy Local Schools
Emily Hatfield, MBA is the Treasurer/CFO for the Olentangy Local School District, the sixth largest school district in Ohio. Olentangy Schools treasury department has benefitted from her skills, since 2009, with service as the Treasurer/CFO beginning in January 2017. Throughout the district’s rapid growth, Emily’s leadership enabled the District to receive the Auditor of State Award with Distinction (fiscal years 2012-2019) as well as the GFOA Certificate of Achievement for Excellence in Financial Reporting (fiscal years 2000-2019).
Mrs. Hatfield’s career has centered in accounting and finance. She has worked in banking, certified public accountancy and other industries prior to her experience as a district treasurer. A career in school finance allows her to apply her professional skills to serve countless children in her community. “I’ve always enjoyed working with children. My career allows me to combine two of my passions.”
