Megan is a partner with Weston Hurd in the Education and Labor & Employment groups located in Columbus, Ohio. She focuses her practice on providing general counsel to public school districts in board governance, personnel, and student matters. Megan advises education law clients on complex issues including discipline, due process, public records, Title IX, board policies and procedures, collective bargaining, arbitration, parliamentary procedure, residency and custody disputes, social media, Constitutional rights, and discrimination concerns. Elena Sanders is a Senior Financial Manager at the Ohio Department of Education and Workforce (ODEW) Office of Budget and School Funding, where she oversees the state foundation funding and other state funding programs. Prior to coming to that office, she was an Assistant Director in the Office of Federal programs. She has an Ohio Treasurer’s license and master’s degree in educational administration and supervision. Elena is the captain of the USTA 3.0 tennis team and this year the team advanced into the districts to compete in Cincinnati.

Tammi Cowell has returned to Tri-RIvers Career Center to serve as Treasurer/CFO. She was employed as the Assistant Treasurer for ten years prior to leaving to become Treasurer/CFO at Northmor Local School District from 2014-2019. She has been an active member of OASBO for many years serving as both a volunteer, co-chair and chairperson for the annual conference and has recently become a mentor to help prepare beginner Treasurers in their new position.

Rhonda has been with Tri-Rivers Career Center for fourteen years; the past seven in the role of EMIS Coordinator. Prior to Tri-Rivers, she was a Paraprofessional at a local school district and before that she held the position of Marketing, Advertising and Promotions Manager for a local hardware and lumber company where she served on a national advertising board.
Meghan Rohde
Treasurer, Bay Village City Schools
Meghan Rohde is Treasurer of Bay Village City School District. She started with the district in April of 2021. Before coming to Bay Village, Meghan served as Chief Financial Officer/Treasurer of Clyde-Green Springs School District in southeastern Sandusky and northern Seneca counties.
Prior to serving school districts, Meghan was a Senior Internal Auditor for PNC Bank in Cleveland and the Standard Register Company in Dayton.
Meghan earned her B.S. in Accounting and Finance from Wright State University and her MBA from Ohio University. Meghan is an active member of the Ohio Association of School Business Officials. During her career, Meghan was recognized with the 2018 Emerging Leaders Scholarship Award from the Ohio Association of School Business Officials.

She brings her depth of experience in education law and knowledge as association counsel to provide comprehensive legal representation of public schools and nonprofit entities. Ms. Reedy’s work with boards of education includes drafting and negotiating vendor contracts, drafting policy, interpreting Ohio’s ethics laws, public records, litigation, and representing boards before federal, state, and local agencies. She has extensive publication and speaking credentials. She is trained in mediation. Randy joined the Perrysburg Exempted Village School District team in September 2021 as Treasurer/CFO for the district. Randy came to Perrysburg after as Treasurer/CFO for Huron City Schools and the Bright Local School District. Randy has used his skills as an educator in management & finance and business leader to improve fiscal office and district operations and improve communications with the Board of Education and public.

Jeff Dornbusch is the Treasurer for the Port Clinton City School District in Northwest Ohio. He also serves on his local school board as well as a member of the board of directors for his local community hospital.
Prior to becoming a Treasurer Jeff spent 15 years in the private sector as a corporate controller. He also has a business education teacher license and holds a Master’s degree in Educational Administration.
Jeff also runs Golden Gate Financial Services, LLC which provide financial consultations to public schools in Ohio.
Kyle Kiffer
Treasurer, Nordonia Hills City SD
Kyle Kiffer is currently the Treasurer at Nordonia Hills City SD. Prior to this he was the Treasurer for the Streetsboro City SD. Kyle spent nine years with the Ohio Auditor of State’s office Auditing School Districts, Cities, Village’s, Charter Schools, and Counties. Kyle started with the State as an intern and left as an Audit Manager.
Kyle received a degree in Accounting and Financial Management from Hiram College, where he still volunteers as a mentor to students within the schools Accounting program. He has also run ten marathons and is a three-time Ironman, a140.6-mile triathlon. He resides in Lakewood, Ohio with his wife and two daughters.

John Espy, MBA
Treasurer/CFO, Loveland City SD
John Espy is currently the Treasurer and Chief Financial Officer for Loveland City Schools. Prior, he was at the Milford Exempt Village School District, having also served as Treasurer/CFO and before that in both Miamisburg City School District and in the Clermont Northeastern Local School District. Prior to his appointments as a Treasurer/CFO, he served as a Financial Software Specialist and Coordinator of Fiscal Applications at the Hamilton Clermont Cooperative (HCC) located in Loveland, OH. In this role, Mr. Espy developed and led training sessions for over 42 school districts in southwest Ohio. He also served as the team lead for the implementation and training of the state software redesign accounting and payroll software as well as Powerschool’s eFinancePlus applications at HCC. Mr. Espy worked closely to configure and utilize third party softwares such as EDGE printing solutions, Bonefish Systems fraud prevention software, Strategic Solutions’ SCView, and OnBase by Hyland.

Kyle F. Smith has been serving as the Treasurer/CFO for Bexley City Schools since January 2017. Previously, he was the Assistant Treasurer at Upper Arlington City Schools and Treasurer at Portsmouth City Schools. Dr. Marguerite Roza is Research Professor at Georgetown University and Director of the Edunomics Lab, a research center exploring and modeling complex education finance decisions to inform policy and practice. She leads the McCourt School of Public Policy's Certificate in Education Finance, which equips participants with practical skills in strategic fiscal management, policy analysis, and leadership. Her research traces the effects of fiscal policies at the federal, state, and district levels for their implications on resources at the school and classroom levels. She is author of the highly regarded education finance book, Educational Economics: Where Do School Funds Go?
Roza was a Senior Economic Advisor to the Bill & Melinda Gates Foundation and a Lieutenant in the US Navy teaching thermodynamics at the Naval Nuclear Power School. Terrah Stacy serves as the Treasurer/CFO of Springboro Community City School district, where she oversees the financial operations of the district; a role she has served in since December 2013. Mrs. Stacy graduated with a Bachelor of Science Degree in governmental non-profit accounting and received an MBA from Purdue University. She holds a current Ohio School Treasurer’s and Business Manager’s license issued by the Ohio Department of Education (ODE). Mrs. Stacy has over twenty-nine years of accounting experience, twenty-five years of which have been in public education.

Kent R. Zeman, the present Treasurer for Lakewood City School District, has held that position since December 1, 2013. Prior to assuming that position, Mr.Zeman was Treasurer of the Board of Education of the Avon Local School District for nine years, Treasurer for the Board of Education for the Olmsted Falls CitySchool District for three years, and Treasurer for the Clearview Local SchoolDistrict for three and one-half years. Kent’s professional memberships include the American Society of Certified Public Accountants, The Ohio Society of Certified Public Accountants, and the Ohio Association of School Business Officials.
Craig Yaniglos
Treasurer, Brecksville-Broadview Heights SD
Craig Yaniglos began his career as a Treasurer/CFO in 2017 at Brookfield Local School District (BLSD), and briefly the Treasurer/CFO of BLSD and Niles City Schools (2019) before accepting his current position at Brecksville-Broadview Heights CSD. Craig's career began by inheriting a district under the fiscal emergency designation for 4 years and quickly turned the district around in 10 months to remove its emergency designation. He was later asked to perform shared services with Niles City Schools, which was under fiscal emergency designation for a little over a year, and began the process of restoring fiscal integrity. Shortly after undertaking two districts though, Craig was recruited and hired by Brecksville-Broadview Heights CSD in February of 2020 where he is currently the Treasurer/CFO.
Jennifer Bruns
Treasurer/CFO, St Henry Consolidated Local SD
Jennifer Bruns is the Treasurer/CFO for St. Henry Consolidated Local Schools where she has served since January 2016. Prior to coming to St. Henry Consolidated Local Schools, Jennifer served as the Chief Financial Officer of Riverside Local School District in Logan County. Before beginning a career in school finance, Jennifer spent fifteen years working for the Ohio Auditor of State's Office and supervised numerous financial audits.
Jennifer has been active in OASBO for many years. She is a past President of the West Central OASBO Chapter, and currently serves as the Chair of the Auditor of State OASBO Committee and as the Northwest Regional Director on the OASBO Board of Directors. Jennifer is a graduate of Bluffton University with a Bachelor Degree in Accounting.
Mike Ugljesa

Michael Ugljesa is President of Hylant Administrative Services and the Program Administrator of the Ohio School Plan. Mike has extensive financial and insurance operational experience that he has amassed throughout his nearly 30 year career. Mike’s experience spans a variety of insurance and risk-bearing entities. As the Program Administrator of the Ohio School Plan, Mike oversees all facets of the Ohio School Plan’s operations which include underwriting, claims, risk management, and sales.
The Ohio School Plan provide comprehensive coverage and risk management solutions to public educational institutions and boards of developmental disabilities across the State of Ohio. In addition to offering traditional coverage, we have responded to evolving member insurance needs by developing specialized coverages including violence, fiduciary, and finding for recovery.
Bill Petro
Vice Pres. HAS Claim Services, Hylant Administrative Services
Bill is primarily responsible for the operation of the HylantAdministrative Service’s (HAS) claim department which handle public schoolproperty and casualty claims for the Ohio School Plan. His staff are experts indefenses, immunities, and tort laws regarding public schools. Bill and his team have handled nearly 50,000 public entity claims totaling nearly $300 million dollars.
Bill earned his bachelor’s degree in business administration with a focus on accounting from The Ohio State University in Columbus, Ohio. He has earned 8 of 10 parts of his Chartered Property and Casualty Underwriter (CPCU) designation.
Katie Johnson, Esq.
Executive Director, OASBO
Katie Johnson is the Executive Director of the Ohio Association of School Business Officials. Katie is the seventh Executive Director and the first woman to lead the organization since its inception in 1936.
Katie was the Deputy Executive Director for OASBO prior to being named Executive Director. In that role, she served as legislative lead and in-house legal counsel for the association, keeping staff and members abreast of legal and regulatory compliance issues in school business. In addition, she has served as the chief learning officer, developing curriculum to support OASBO’s strategic plan and the Ohio school business profession.
Katie also serves on boards and committees focused on public finance, including serving as a member on the Finance and Appropriations Committee for Columbus City School District, as Treasurer of the Confluence Community Authority, and as past President of the Ohio Chapter of Women in Public Finance.
Katie holds a bachelor's degree in Business Finance from the University of Colorado, a master’s degree in Education from The Ohio State University, and a law degree from The Ohio State University Moritz College of Law.
Lisa Stevens

Lisa Stevens serves as an Account Development Executive at American Fidelity. She brings more than a decade of experience serving solely the education community.
In her role, Lisa works closely with school districts in Ohio to help develop employee benefit plans that meet their needs. She often speaks locally and nationally to associations, business managers, and superintendents on topics such as Section 125 Plan, & Other IRS Compliance, Properly Utilizing Reimbursement Accounts (HSAs, HRAs, FSAs), and Creative Strategies for Insurance Benefits.
