In past years this seminar was offered regionally. This year it will only be offered once as a live streamed option that can be attended from any part of the state.

Brian Jones
CFO, Office of Fiscal, Ohio Department of Education & Workforce
Brian currently serves as the Chief Financial Officer (CFO) of the Ohio Department of Education and Workforce. Brian has a quarter century of senior leadership experience in Ohio’s state education agency guiding its fiscal and grant responsibilities.
Leading Ohio’s education agency team on grant and fiscal mandates for nearly two decades, Brian guides a large team with a multi-billion dollar portfolio of fiscal oversight mandates. Those mandates encompass federal financial compliance, internal control structure, risk assessment and subrecipient monitoring for the agency.
Prior to joining the state education agency, Brian served as an Audit Supervisor with both the Auditor of State (AoS) and the Ohio Department of Development. During his tenure with the AoS, he led the agency’s auditing responsibilities of the Department Human Services at both the state and county levels. While with the Department of Development, he was responsible for financial/programmatic compliance audits and technical assistance to numerous cities, counties and not-for-profits.
Brian is seen as a national leader in education fiscal policy, and he has presented at both state and national level conferences on both fiscal management and auditing in the education environment.
Kelly Berger-Davis
Ohio Auditor of State's Office
Kelly is a Quality Assurance and Technical Specialist in the Center for Audit Excellence Division of the office of the Auditor of State. She has held various other positions as well in her 15 years with the Auditor’s office, ranging from intern to Senior Audit Manager in the Dayton Regional Office.
Kelly has a Bachelor of Science in Accounting from the Bowling Green State University. She is a member of the Association of Government Accountants, and the Government Finance Officers Association. Kelly lives in the Dayton area and is married with four children.

Cajon Keeton
Treasurer/CFO, Benton Carroll Salem Local SD
Cajon Keeton is the Treasurer for the Benton-Carroll-Salem School District in Northwest Ohio. Prior to becoming a Treasurer, Cajon spent 5 years in the classroom as a business and technology teacher. He has a passion for school finance, as well as teaching and learning.
Mr. Keeton holds a B.A. in Education (Bowling Green State University) and a M.A. in Educational Administration (Tiffin University).

Doug Codgell
IT Director, Amherst Exempted Village School District
Doug Cogdell has been a Technology Director for over 22 years and is currently the IT Director of the Amherst Exempted Village School District. He holds multiple Microsoft and Google Certifications. He has presented at the International Society for Technology in Education (ISTE) as well as being an advisor on the 2015 Google Educational Panel in Mountain View California.

Dawn Jacobs
Retired Treasurer/CFO
Dawn is the Treasurer/CFO for Van Buren Local School District.
Jacobs had been Treasurer/CFO for Huron City Schools since August 2014 before joining Van Buren Local in November.
Jacobs began her career in educational finance as assistant treasurer for Anthony Wayne Local Schools in 1993 and has worked in finance for a variety of Ohio school districts since, including the Lucas County Educational Service Center, Bucyrus City School District and Otsego Local School District.
Jacobs earned a bachelor of science degree in business administration and a master’s of business administration from Heidelberg University. She also holds an Ohio School treasurer’s license from the Ohio Department of Education and a School Finance and Operations Certification through the Association of School Business Officials International.

Katie Johnson, Esq.
Executive Director, OASBO
Katie Johnson is the Executive Director of the Ohio Association of School Business Officials. Katie is the seventh Executive Director and the first woman to lead the organization since its inception in 1936.
Katie was the Deputy Executive Director for OASBO prior to being named Executive Director. In that role, she served as legislative lead and in-house legal counsel for the association, keeping staff and members abreast of legal and regulatory compliance issues in school business. In addition, she has served as the chief learning officer, developing curriculum to support OASBO’s strategic plan and the Ohio school business profession.
Katie also serves on boards and committees focused on public finance, including serving as a member on the Finance and Appropriations Committee for Columbus City School District, as Treasurer of the Confluence Community Authority, and as past President of the Ohio Chapter of Women in Public Finance.
Katie holds a bachelor's degree in Business Finance from the University of Colorado, a master’s degree in Education from The Ohio State University, and a law degree from The Ohio State University Moritz College of Law.

Amy Gioffredo
Treasurer/CFO, Amherst Exempted Village Schools
Amelia Gioffredo is the Treasurer/CFO in the Amherst Exempted Village School District. Amelia oversees the Treasurer's Office and is directly responsible for Amherst's financial operations.
Before coming to Amherst, Amelia was the Treasurer/CFO of Fremont City Schools for over three years. Previously, she served as Assistant Treasurer at Strongsville City Schools for five years.
Amelia received her undergraduate degrees from Bowling Green State University, earning a Business degree in Accounting and Arts & Sciences degree in Fashion Merchandising. She is currently attending Baldwin Wallace University, working towards an MBA in Business Analytics. Amelia has been involved in OASBO, and has served on a number of committees, served as Chapter officer and committee chair.
Amelia is the proud mother of Joey and Ben, who are very active teenagers who love the outdoors. When not working, she is often taking them to skate parks to ride scooters and trick bikes.

Julie Coughlin
Assistant Treasurer, North Ridgeville City Schools
Julie holds a Bachelor’s in Communications and Master’s in Business Administration from Baldwin Wallace University, as well as an Ohio School Treasurer License. Her 21 years’ experience includes managing the implementation of PaySchools and SC View software systems.
She worked at Manco as Strategic Sourcing Buyer in new product development and ESC of Lorain County organizing academic enrichment programs at Lorain County Community College and Lorain County Justice Center for ten districts.
Julie volunteers as a Boy Scouts of America Leader, where she served as Troop 429 Treasurer, and formerly held the position of Amherst Summer Swim Team Board Member.

Amanda Folkman
State Software Support Specialist, SSDT
Amanda Folkman provides support to ITC fiscal staff, as well at technical documentation and training sessions on State Software. She has five years of experience providing support and training on State Software to users throughout Ohio. Prior to working with SSDT, she worked directly with school districts to assist with the migration to State Software Redesign. Amanda joined SSDT in 2019 in the role of SSDT Support Specialist/Technical Writer. She holds a B.S. in Business Management from Case Western Reserve University.

David Bollheimer
Fiscal Support Specialist, Western Ohio Computer Organization
Dave has over 32 years of experience in school finance, nearly 30 of those years at Treasurer. He worked many years on state software. He also has experience with eFinancePlus (eFP). His former district was converted in the first round and went live on the software in January 2017. Dave provides support to our districts on both eFP and state software.

Jamie Zeigler
CFO/Treasurer, West Holmes Local SD
Jamie has been a school CFO/treasurer for 17 years and is starting her 18th year at West Holmes Local Schools in Millersburg. She received her Master of Education in Education Administration in 2009 and currently serves on the OASBO ODE/Finance Committee and in the mentorship program, currently providing support to Amanda Humphrey at East Holmes School District. Jamie locally serves on OneEighty’s Friends & Neighbor non-profit organization, raising funds to support domestic violence prevention, and currently holds the treasurer position. Janie and her husband reside in Millersburg and have 4 adult children and 4 grand-children, with the 2 youngest adults at the Ohio State University as an on-campus junior and a senior in high school attending the Wooster ATI thru the CCP option.
