Terrah Stacy

Treasurer, Springboro Community City SD

Terrah Stacy serves as the Treasurer/CFO of Springboro Community City School district, where she oversees the financial operations of the district; a role she has served in since December 2013.  Mrs. Stacy graduated with a Bachelor of Science Degree in governmental non-profit accounting and received an MBA from Purdue University. She holds a current Ohio School Treasurer’s and Business Manager’s license issued by the Ohio Department of Education (ODE). Mrs. Stacy has over twenty-nine years of accounting experience, twenty-five years of which have been in public education.

Kent Zeman

Treasurer/CFO, Lakewood City Schools

Kent R. Zeman, the present Treasurer for Lakewood City School District, has held that position since December 1, 2013.  Prior to assuming that position, Mr.Zeman was Treasurer of the Board of Education of the Avon Local School District for nine years, Treasurer for the Board of Education for the Olmsted Falls CitySchool District for three years, and Treasurer for the Clearview Local SchoolDistrict for three and one-half years. Kent’s professional memberships include the American Society of Certified Public Accountants, The Ohio Society of Certified Public Accountants, and the Ohio Association of School Business Officials.

Craig Yaniglos

Treasurer, Brecksville-Broadview Heights SD

Craig Yaniglos began his career as a Treasurer/CFO in 2017 at Brookfield Local School District (BLSD), and briefly the Treasurer/CFO of BLSD and Niles City Schools (2019) before accepting his current position at Brecksville-Broadview Heights CSD.  Craig's career began by inheriting a district under the fiscal emergency designation for 4 years and quickly turned the district around in 10 months to remove its emergency designation.  He was later asked to perform shared services with Niles City Schools, which was under fiscal emergency designation for a little over a year, and began the process of restoring fiscal integrity.  Shortly after undertaking two districts though, Craig was recruited and hired by Brecksville-Broadview Heights CSD in February of 2020 where he is currently the Treasurer/CFO.

Melcie Wells

Treasurer/CFO, Warren City Schools

A public school Treasurer for 15 years, Melcie has established herself as a respected colleague that strives in leadership and collaboration. A 1993 graduate of Waterford High School, a 1996 graduate of Marietta College with a Bachelor of Arts degree in Accounting, Melcie started her career in the newspaper industry serving as the accountant for the Gannett owned Marietta Times in Marietta, Ohio.  In 1999, she decided to further her education and in 2000, became a graduate of Ohio University with a Masters of Science in Accounting.

In 2000, Melcie accepted a position with the Local Government Services division of the Ohio State Auditor’s Office. Over the next eight years, Melcie worked with various governmental entities assisting and or completing GAAP conversions, five-year forecasts, PAFR’s, training of governmental finance officials, and creating training manuals. 

In 2008, Melcie accepted her first Treasurer’s position in her home school district, Warren Local in Vincent, Ohio. In 2011, Melcie accepted an additional position with Fort Frye Local Schools as their Treasurer and served both District’s through a shared services agreement for 2 years. Melcie still serves as the Treasurer at Warren Local currently and is a past OASBO Board President.

Jennifer Bruns

Treasurer/CFO, St Henry Consolidated Local SD

Jennifer Bruns is the Treasurer/CFO for St. Henry Consolidated Local Schools where she has served since January 2016. Prior to coming to St. Henry Consolidated Local Schools, Jennifer served as the Chief Financial Officer of Riverside Local School District in Logan County. Before beginning a career in school finance, Jennifer spent fifteen years working for the Ohio Auditor of State's Office and supervised numerous financial audits.

Jennifer has been active in OASBO for many years. She is a past President of the West Central OASBO Chapter, and currently serves as the Chair of the Auditor of State OASBO Committee and as the Northwest Regional Director on the OASBO Board of Directors.  Jennifer is a graduate of Bluffton University with a Bachelor Degree in Accounting. 


Mike Ugljesa

Program Administrator, Hylant Administrative Services

Michael Ugljesa is President of Hylant Administrative Services and the Program Administrator of the Ohio School Plan.  Mike has extensive financial and insurance operational experience that he has amassed throughout his nearly 30 year career.   Mike’s experience spans a variety of insurance and risk-bearing entities.  As the Program Administrator of the Ohio School Plan, Mike oversees all facets of the Ohio School Plan’s operations which include underwriting, claims, risk management, and sales.

The Ohio School Plan provide comprehensive coverage and risk management solutions to public educational institutions and boards of developmental disabilities across the State of Ohio.  In addition to offering traditional coverage, we have responded to evolving member insurance needs by developing specialized coverages including violence, fiduciary, and finding for recovery.

Bill Petro

Vice Pres. HAS Claim Services, Hylant Administrative Services

Bill is primarily responsible for the operation of the HylantAdministrative Service’s (HAS) claim department which handle public schoolproperty and casualty claims for the Ohio School Plan. His staff are experts indefenses, immunities, and tort laws regarding public schools. Bill and his team have handled nearly 50,000 public entity claims totaling nearly $300 million dollars.

Bill earned his bachelor’s degree in business administration with a focus on accounting from The Ohio State University in Columbus, Ohio. He has earned 8 of 10 parts of his Chartered Property and Casualty Underwriter (CPCU) designation.

Katie Johnson, Esq.

Executive Director, OASBO

Katie Johnson is the Executive Director of the Ohio Association of School Business Officials. Katie is the seventh Executive Director and the first woman to lead the organization since its inception in 1936.

Katie was the Deputy Executive Director for OASBO prior to being named Executive Director. In that role, she served as legislative lead and in-house legal counsel for the association, keeping staff and members abreast of legal and regulatory compliance issues in school business. In addition, she has served as the chief learning officer, developing curriculum to support OASBO’s strategic plan and the Ohio school business profession.

Katie also serves on boards and committees focused on public finance, including serving as a member on the Finance and Appropriations Committee for Columbus City School District, as Treasurer of the Confluence Community Authority, and as past President of the Ohio Chapter of Women in Public Finance.

Katie holds a bachelor's degree in Business Finance from the University of Colorado, a master’s degree in Education from The Ohio State University, and a law degree from The Ohio State University Moritz College of Law.

Lisa Stevens

Account Development Executive, American Fidelity

Lisa Stevens serves as an Account Development Executive at American Fidelity. She brings more than a decade of experience serving solely the education community.

In her role, Lisa works closely with school districts in Ohio to help develop employee benefit plans that meet their needs. She often speaks locally and nationally to associations, business managers, and superintendents on topics such as Section 125 Plan, & Other IRS Compliance, Properly Utilizing Reimbursement Accounts (HSAs, HRAs, FSAs), and Creative Strategies for Insurance Benefits. Lisa is known for her communication abilities and can simplify difficult topics and explain them in everyday language, making implementation and understanding compliance much easier.  

Having been nominated by her company for six consecutive years as Account Development Executive of the year, you can be assured that Lisa is a trusted resource for you and your school district.

Anne Arnold

Treasurer/CFO, Gibsonburg EVSD

Anne Arnold is Treasurer/CFO at Gibsonburg Exempted Village Schools in Sandusky County.   She oversees the financial operations of the district with a general fund budget of almost $11 million dollars.

Before coming to Gibsonburg, Anne was the Treasurer/CFO at Edison Local School District in Milan and prior to that at Benton-Carroll-Salem in Oak Harbor. 

Anne graduated from Bowling Green State University with a Bachelor of Science in Broadcast Journalism.  After a career in retail management, she decided to pursue public education and became the Accounts Payable Coordinator at Fremont City Schools.  While there, she obtained her School Treasurer’s License in May 2003. 

Anne has been involved with OASBO for many years and has served on a number of committees, served as an officer for the Northwest Chapter and been a presenter at several professional development meetings.  She was also named Outstanding Treasurer/CFO of the Year for 2017. 

Anne lives in Lindsey, Ohio with her husband and son.  In her spare time, she enjoys day trips with her family and friends and spending lots of time at the lake.
