Mark joined Baird’s Columbus public finance team in 2014 and serves as lead support banker for Baird’s engagements with Ohio municipal bond issuers, providing both analytical and transactional support. Mark graduated cum laude with his Bachelor of Science in Finance from Miami University.
Mike Burns
Managing Partner, Robert W. Baird & Co.
Mike serves as Baird’s lead investment banker for Ohio issuers, working with K-12 schools, municipalities, counties, townships, higher education, convention centers, and real estate developers. Since joining Baird in 2007, he has worked in both the Structured Finance and Ohio Public Finance Groups, advising on a wide range of financing structures including general and special obligation bonds, revenue bonds, BANs, TANs, COPs, leases, and TIFs. Since 2014, Mike has led over 450 financings totaling more than $3 billion in par value, serving as sole underwriter, placement agent, or municipal advisor. His work focuses on delivering cost-effective, well-structured financing solutions tailored to each issuer’s needs.
Ryan Callender
Partner, Squire Patton Boggs
Ryan Callender’s experience includes serving as bond counsel, counsel to credit enhancers, underwriters, trustees and public issuers in a variety of conventional and capital market public debt financings. Ryan is experienced in general obligation debt, revenue bond debt, tax increment financing, special assessments and certificates of participation. He also has experience with a variety of industrial development revenue bonds, housing revenue bonds, water and sewer revenue bonds, conduit financings and 501(c)(3) bonds.
Dan Schall
Municipal Advisor/Director, Bradley Payne Advisors
Mr. Schall joined Bradley Payne Advisors September, 2021. Prior to joining Bradley Payne, Mr. Schall lead the creation and build out of the Shared Resource Center, a council of governments designed to help public entities in Ohio develop and meet their financial goals. Dan started in corporate communication and finance before serving as a school treasurer for 22 years.
Dan specializes in long term financial planning for the public sector delivering creative and collaborative approaches to resourcing public projects and building sustainable capital plans.
Mr. Schall is a Registered Municipal Advisor, registered with the Municipal Securities Rulemaking Board (MSRB) and the Securities Exchange Commission (SEC). He currently holds a Series 50 license and is a licensed school Treasurer in the State of Ohio.
Mr. Schall received a Bachelor of Business Administration Degree from the University of Dayton with a concentration in Finance and a Masters in Business Administration from the Ohio State University.

Felicia Drummey
Treasurer, Johnstown-Monroe Local Schools
Felicia Drummey is the Treasurer/CFO for Johnstown-Monroe Local Schools, a position she currently holds. Prior to joining Johnstown-Monroe, Mrs. Drummey served as Treasurer/CFO for Groveport Madison Local Schools beginning in February 2020. She also previously served as Treasurer for Coshocton City Schools, Northridge Local Schools, and Big Walnut Local Schools.
Mrs. Drummey began her career in school finance at Big Walnut Local Schools in 1996 as Assistant Treasurer. Before entering school finance, she worked as an auditor with Price Waterhouse, LLP following her graduation from The Ohio State University Fisher College of Business.

Mr. Hoffman is a Professional Engineer with 40 years of experience working with facilities and their operational Life Cycle complications including Budgeting, Planning, Design, Energy-use, Occupant Comfort & Safety while properly understanding Energy Management and costs.

Katie Johnson, Esq.
Executive Director, OASBO
Katie Johnson is the Executive Director of the Ohio Association of School Business Officials. Katie is the seventh Executive Director and the first woman to lead the organization since its inception in 1936.
Katie was the Deputy Executive Director for OASBO prior to being named Executive Director. In that role, she served as legislative lead and in-house legal counsel for the association, keeping staff and members abreast of legal and regulatory compliance issues in school business. In addition, she has served as the chief learning officer, developing curriculum to support OASBO’s strategic plan and the Ohio school business profession.
Katie also serves on boards and committees focused on public finance, including serving as a member on the Finance and Appropriations Committee for Columbus City School District, as Treasurer of the Confluence Community Authority, and as past President of the Ohio Chapter of Women in Public Finance.
Katie holds a bachelor's degree in Business Finance from the University of Colorado, a master’s degree in Education from The Ohio State University, and a law degree from The Ohio State University Moritz College of Law.
