The Certificate of Transition is a mandatory document for all Ohio fiscal officers, including school district treasurers/CFOs. It ensures that successors receive a comprehensive and accurate list of items as required by statute and prescribed by the Auditor of State. The primary goal of the Certificate of Transition is to provide incoming fiscal officers with essential files and documents related to planning, obligations, and responsibilities, facilitating a smooth and efficient transition. Creating a Certificate of Transition is not only a statutory requirement but also a best practice for establishing a common vocabulary and understanding of the most critical functions of fiscal operations. Given the numerous responsibilities of a fiscal officer, which can evolve over time, it is reasonable to assume that key elements might be overlooked during any transition, whether sudden or standard. To set your successor up for success, it is crucial to have a Certificate of Transition in place.
