Aaron Rausch
Chief of Budget and School Funding, Department of Education & Workforce
Aaron Rausch is the Chief of Budget and School Funding at the Department of Education & Workforce (previously Ohio Department of Education), where he manages an agency budget of more than $17 billion and administers the state’s school funding program. In 2019, Aaron received the Dick Maxwell School Finance Award from the Buckeye Association of School Administrators. Prior to joining ODE in 2014, Aaron worked for the Ohio Office of Budget and Management as a budget analyst in the education section. Aaron started his career in state government as a performance auditor, focusing on school district performance audits at the Ohio Auditor of State's Office. Active in his community, Aaron serves as an advisory board member on the Columbus and Central Ohio Children’s Chorus Foundation, sings with the Choral Union at Capital University, and rides in Pelotonia every year.
Elena Sanders
Senior Financial Manager, Office of Budget and School Funding, Ohio Department of Education & Workforce
Elena Sanders is a Senior Financial Manager at the Ohio Department of Education and Workforce (ODEW) Office of Budget and School Funding, where she oversees the state foundation funding and other state funding programs. Prior to coming to that office, she was an Assistant Director in the Office of Federal programs. She has an Ohio Treasurer’s license and master’s degree in educational administration and supervision. Elena is the captain of the USTA 3.0 tennis team and this year the team advanced into the districts to compete in Cincinnati.

David Ehle is Director of EMIS at the Ohio Department of Education.
Jenalee Niese
Treasurer, Elmwood Local Schools
Jenalee comes with a full background of school expertise with 18+ years in the school system. Jenalee's prior positions range from clerical, discipline, guidance, career technical, special education, and last, but certainly not least - EMIS. She has found this broad array of school knowledge to be beneficial in her role as Treasurer and enjoys sharing her love of EMIS with others!
Tammi Cowell
Treasurer/CFO, Tri-Rivers Career Center
Tammi Cowell has returned to Tri-RIvers Career Center to serve as Treasurer/CFO. She was employed as the Assistant Treasurer for ten years prior to leaving to become Treasurer/CFO at Northmor Local School District from 2014-2019. She has been an active member of OASBO for many years serving as both a volunteer, co-chair and chairperson for the annual conference and has recently become a mentor to help prepare beginner Treasurers in their new position.
Rhonda Irey
Executive Assistant/EMIS Coordinator, Tri-Rivers Career Center
Rhonda has been with Tri-Rivers Career Center for fourteen years; the past seven in the role of EMIS Coordinator. Prior to Tri-Rivers, she was a Paraprofessional at a local school district and before that she held the position of Marketing, Advertising and Promotions Manager for a local hardware and lumber company where she served on a national advertising board.
Meghan Rohde
Treasurer, Bay Village City Schools
Meghan Rohde is Treasurer of Bay Village City School District. She started with the district in April of 2021. Before coming to Bay Village, Meghan served as Chief Financial Officer/Treasurer of Clyde-Green Springs School District in southeastern Sandusky and northern Seneca counties.
Prior to serving school districts, Meghan was a Senior Internal Auditor for PNC Bank in Cleveland and the Standard Register Company in Dayton.
Meghan earned her B.S. in Accounting and Finance from Wright State University and her MBA from Ohio University. Meghan is an active member of the Ohio Association of School Business Officials. During her career, Meghan was recognized with the 2018 Emerging Leaders Scholarship Award from the Ohio Association of School Business Officials.
Danielle Garcia
EMIS Coordinator, Bay Village City Schools
Danielle has worked for the Bay Village City School district for 28 years. She has been the EMIS coordinator for 10 years with previous years at Westerly Elementary and Glenview Center For Child Care.
Tammy Hrosch
EMIS Manager, Meta Solutions
Tammy Hrosch is the EMIS Manager for META Solutions and leads a team of 26 EMIS specialists across five META locations. She has been reporting EMIS data since 2001 and is actively involved with the Ohio Association of EMIS Professionals serving on a variety of committees and former treasurer of the organization. She is a member of the ODE EMIS Advisory Council and is the developer and trainer of materials for the ODE EMIS Alliance grant. Tammy holds a bachelor’s degree in business administration and holds an Ohio school treasurers license.
Kylea Kimmerly
EMIS Coordinator, Beavercreek City Schools
Kylea Kimmerly has worked for Beavercreek City Schools for nearly 15 years. She began her career in public education as a central registrar and has served as the EMIS Coordinator for 10 years. She is a member of the Ohio Association of EMIS Professionals and has served on various EMIS Advisory Council Workgroups. Kylea holds an associate’s degree in business management and an OAEP CEP certification.
