Matt Bubness

Matt Bubness is a director with Baker Tilly Municipal Advisors (BTMA), joining the practice in 2021. Matt brings nearly 20 years of experience serving and working for a number of entities across the public sector, particularly school districts. At BTMA, Matt specializes in budgeting/strategic planning, financial analysis, and organizational/process improvements. Most recently, Matt worked for the Government Finance Officers Association leading national efforts to improve budget and strategic planning for school districts and community colleges – and a number of other consulting and research projects. Previously, Matt worked for Chicago Public Schools, serving as operations and finance director for all special education programming as well as in various roles in the budget department. Matt has prior experience in the municipal bond field as well, working as a municipal advisor and ratings analyst.

Marvin Founds

Marvin Founds is a director and municipal advisor with Baker Tilly Municipal Advisors, LLC. He has been an education finance professional for over 30 years, serving as treasurer/CFO for various school districts in Ohio and later as managing director for a large Midwest capital markets investment banking firm serving assorted education and traditional local government clients.

Through his longtime involvement in the field, Marvin has developed a statewide reputation for his range of knowledge in school finance. He has been a speaker and panelist at many conferences and workshops on topics related to public finance, capital planning, school district revenue and expenditure forecasting, millage studies and bond issuances. 

Marvin earned a Bachelor of Science Degree in Business Administration with a Finance concentration from The Ohio State University, and has two Master’s Degrees from Ashland University - Business Administration and Education.

Brad Ruwe

Partner, Dinsmore

Brad has over 26 years of experience in public finance, serving as Bond Counsel for state/local governments and nonprofit organizations and in tax-exempt leasing and stadium financings.  He is regularly called upon to address governmental and quasi-governmental councils and boards on public finance issues, including the State of Ohio, GFOA, OASBO, counties, municipalities, treasurers, trustees, and the Ohio Municipal League. He is a member of the National Association of Bond Lawyers (former Tax-Exempt Leasing Panel Chair) and the Association of Governmental Leasing & Finance (Salmon P. Chase College of Law - J.D. 1996; Xavier University - B.S.B.A. 1992).

Andrew Brossart

Andrew Brossart is a Partner with Bradley Payne Advisors specializing in Local Government, Primary Education, Special District & Development financings. Mr. Brossart became a Partner in February of 2017. Prior to joining Bradley Payne, Mr. Brossart worked for William Blair & Fifth Third Securities for 12 years, where he led both firm’s expansion in the Midwest region leading Fifth Third to be one of the top underwriting firms in State of Ohio. He has 21 years of experience in public finance and has significant experience with the region’s leading issuers and has executed transactions approximating $15 billion.

Ryan Ghizzoni

Ryan Ghizzoni, Director of Ohio Analytics, began his career in finance at the Auditor of State’s Office, and served over 15 years as a school district treasurer before switching to the private sector to provide solutions and support on a larger scale.  During his CFO career, he has been the recipient of several ‘Association of School Business Officials’ International Meritorious Budget Awards and was the recipient of the ‘Ohio Association of School Business Officials’ 2011 Outstanding Treasurer of the Year Award. Ryan holds a Bachelor of Business Administration from the Youngstown State University and is a Certified Administrator of School Finance and Operations.


Stacy Overly

Senior Analytics Advisor, Frontline Education

Stacy Overly provides direct financial services to clients. He has over 30 years of experience serving as school district treasurer, including 25 plus years of developing financial forecasting tools, and providing instruction and training opportunities attended and used by over two hundred of Ohio’s public school treasurers. Stacy works with clients to analyze trends and review local economic data to help determine a long-term operating strategy for the organization.  He holds his Master of Business Administration and his Bachelor of Business Administration in Finance from Ohio University.

Ryan Stechschulte

CFO/Treasurer, Toledo Public Schools

Mr. Ryan Stechschulte is the Treasurer/CFO for Toledo Public Schools. He has been with the school district, which is the top four as far as enrollment in the State of Ohio, since July, 2015.

Prior to making the move to Toledo Public Schools, Mr. Stechschulte served as the Treasurer/CFO of several other school districts, including Ada Exempted, Patrick Henry, Ottawa Hills and Lima City. Throughout his career, he has gained valuable experience in the areas of school law and finance. He has also been involved in setting district policy and being on contract negotiating teams.

Mr. Stechschulte is a past president of the board of directors for OASBO and has presented at numerous local, regional and national conferences on varying topics having to do with school finance.
