Jeremy is a senior manager with the Ohio team of Baker Tilly Municipal Advisors. He has over 15 years of Ohio school experience, serving as treasurer/CFO and other administrative roles, as well as experience performing financial and compliance audits for government entities. During his time with both Baker Tilly and school districts, he has participated in numerous bond and note issuances.

Megan Greulich

Megan is a partner with Weston Hurd in the Education and Labor & Employment groups located in Columbus, Ohio. She focuses her practice on providing general counsel to public school districts in board governance, personnel, and student matters. Megan advises education law clients on complex issues including discipline, due process, public records, Title IX, board policies and procedures, collective bargaining, arbitration, parliamentary procedure, residency and custody disputes, social media, Constitutional rights, and discrimination concerns. Megan also assists districts with collective bargaining needs, including contract review, negotiation, and interpretation and enforcement of collective bargaining agreements. Megan has successfully represented clients in arbitrations and in unfair labor practice charges before the State Employment Relations Board (SERB). Aaron Rausch is the Chief of Budget and School Funding at the Department of Education & Workforce (previously Ohio Department of Education), where he manages an agency budget of more than $17 billion and administers the state’s school funding program. In 2019, Aaron received the Dick Maxwell School Finance Award from the Buckeye Association of School Administrators. Prior to joining ODE in 2014, Aaron worked for the Ohio Office of Budget and Management as a budget analyst in the education section. Aaron started his career in state government as a performance auditor, focusing on school district performance audits at the Ohio Auditor of State's Office. Active in his community, Aaron serves as an advisory board member on the Columbus and Central Ohio Children’s Chorus Foundation, sings with the Choral Union at Capital University, and rides in Pelotonia every year.

Elena Sanders is a Senior Financial Manager at the Ohio Department of Education and Workforce (ODEW) Office of Budget and School Funding, where she oversees the state foundation funding and other state funding programs. Prior to coming to that office, she was an Assistant Director in the Office of Federal programs. She has an Ohio Treasurer’s license and master’s degree in educational administration and supervision. Elena is the captain of the USTA 3.0 tennis team and this year the team advanced into the districts to compete in Cincinnati.

Katie Johnson is the Executive Director of the Ohio Association of School Business Officials. Katie is the seventh Executive Director and the first woman to lead the organization since its inception in 1936.
Katie was the Deputy Executive Director for OASBO prior to being named Executive Director. In that role, she served as legislative lead and in-house legal counsel for the association, keeping staff and members abreast of legal and regulatory compliance issues in school business. In addition, she has served as the chief learning officer, developing curriculum to support OASBO’s strategic plan and the Ohio school business profession.
Katie also serves on boards and committees focused on public finance, including serving as a member on the Finance and Appropriations Committee for Columbus City School District, as Treasurer of the Confluence Community Authority, and as past President of the Ohio Chapter of Women in Public Finance.
Katie holds a bachelor's degree in Business Finance from the University of Colorado, a master’s degree in Education from The Ohio State University, and a law degree from The Ohio State University Moritz College of Law.

Charles Wise is a Senior Vice President in the Public Sector Group. In his role with Key, he oversees relationships with state governments, municipalities, counties, K-12 School Districts and Higher Education institutions.
Charles began his career in the field of government by serving in the Ohio House of Representatives as a legislative aide. From there he was promoted to a policy advisor to two former Ohio House Speakers, working on a variety of issues dealing with commerce and labor, financial institutions, insurance, pensions, public utilities, transportation and public safety, and workers’ compensation. Charles was a member of the Ohio Homeland Security Advisory Council and was elected to the Gahanna Jefferson School Board.
Mr. Wise holds a Bachelor of Arts degree in Communications from Ohio Dominican University and a Master of Business Administration degree from Franklin University. He also holds his Series 52 and Series 63 license.
David Tiggett

David Tiggett is a Director with KeyBanc Capital Markets. Mr. Tiggett joined Key in 2017; prior to joining Key, Mr. Tiggett worked for William Blair & Co. and Fifth Third Securities, where he helped lead the firm’s expansion in the Midwest. Mr. Tiggett has over 14 years of experience underwriting transactions for Ohio municipalities, school districts, higher educational institutions and agencies of the State of Ohio, totaling over $10 Billion in aggregate. Having previously served as an issuer official with the Office of Debt management for the Ohio Treasurer’s Office, Mr. Tiggett brings a valuable perspective of both an issuer and municipal banker to his scope of services.

Beverly A. Meyer is an employment and labor relations lawyer who counsels employers in both the public and private sectors. She is also an education attorney who represents K-12 school districts, colleges and universities. Beverly’s practice encompasses all areas of labor and employment law, including collective bargaining, employee discipline, harassment investigations, wage and hour claims, and leave and benefits issues. Ershang Liang is an economist for The PNC Financial Services Group. In this role, Liang covers the Chinese economy and the U.S. housing market.
Prior to joining PNC in January 2023, Liang interned in the Supervision, Regulation, and Credit Department at the Federal Reserve Bank of Philadelphia.
Liang earned her Ph.D. in economics from Fordham University, a Master of Science in economics from Lehigh University and a Bachelor of Arts in economics from the University of Wisconsin–Madison.

Mike Sharb is a partner with Squire Patton Boggs in the firm’s Cleveland office and in the firm’s nationally recognized Public & Infrastructure Finance Practice Group. Mike specializes in public finance, acting as bond and disclosure counsel in public finance transactions for school districts, as well as providing advice and counsel to school districts in election, contracting, ethics, sunshine law and other matters. He has significant experience in drafting state legislation on behalf of clients. Mike is a frequent presenter on these and other topics and is a co-author of Thomson Reuters’ Ohio School Law.
Mike Hanna
Michael Hanna has a broad-based labor and employment practice. Mike has negotiated numerous collective bargaining agreements and coordinated strike preparation and litigation. He has arbitrated a wide range of issues including plant closings, severance pay, discipline, overtime, time study and general contract interpretation issues. Mike has counseled clients on remaining union-free and has assisted in a number of successful union election campaigns. His practice includes representation before the National Labor Relations Board on unfair labor practice matters. Patrick King joined Stifel in April 2009 after entering the public finance business in 2001 and has worked on hundreds of financings with a par amount of more than $4 billion. Mr. King’s experience includes financings for cities, school districts, libraries, counties, special districts, authorities, and park districts in Ohio. Mr. King received a Masters of Public Administration from John Glenn Institute at The Ohio State University and a Bachelors of Arts from the University of Dayton. George Anagnostou became the Treasurer/CFO for the Strongsville City School District in 2015. Anagnostou has eighteen years’ experience in government accounting. Prior to working at Strongsville City Schools, he spent seven years at the Cleveland Metropolitan School District (CMSD). Prior to his time at CMSD, Anagnostou spent six years as a Project Accountant for the State of Ohio Auditor's Office – Local Government Services Division.
Anagnostou graduated from Youngstown State University in 2003 with a Bachelor of Science in Business Administration. He completed a Strategic Data Project Fellowship in conjunction with Harvard University in 2014. The two-year program develops data strategists in school systems, state education departments, and nonprofit providers.
Anagnostou has received the following recognitions: OASBO Distinguished Service Award NE Region, Auditor of State Award with Distinction, ASBO Meritorious Budget Award, ASBO Certificate of Excellence in Financial Reporting, and GFOA Certificate of Achievement for Excellence in Financial Reporting.
Jared Bunting
Treasurer/CFO, Athens City SD
Jared Bunting is the Treasurer and Chief Financial Officer (CFO) for the Athens City School District. He has previously worked as the Treasurer/CFO of the Jackson City School District, during 2022-2024 and the Trimble Local School District from 2014-2022. His background includes work in the Athens County Auditor’s Office from 2010-2014 which provided extensive experience with property taxes and financial reporting.
Jared has been an active member of the Ohio Association of School Business Officials (OASBO), serving on its board and leading its Legislative Committee. His leadership has been instrumental in advocating for legislative changes beneficial to school finance management. Since 2017, he has also been involved in the Fair School Funding Plan, contributing as a workgroup member from its inception and continues to advocate for fully funding the model.
Jared’s expertise in school finance can be further validated by his certification as an ASBO Certified Administrator of School Finance and Operations (SFO).
Terrah Stacy
Treasurer, Springboro Community City SD
Terrah Stacy serves as the Treasurer/CFO of Springboro Community City School district, where she oversees the financial operations of the district; a role she has served in since December 2013. Mrs. Stacy graduated with a Bachelor of Science Degree in governmental non-profit accounting and received an MBA from Purdue University. She holds a current Ohio School Treasurer’s and Business Manager’s license issued by the Ohio Department of Education (ODE). Mrs. Stacy has over twenty-nine years of accounting experience, twenty-five years of which have been in public education.

Kristine Blind is the CFO/Treasurer for the London City School District in Madison County. She previously held this position from August 2011 through August 2017 before leaving for the same position with Gahanna-Jefferson Local Schools.
Kristine has been involved in school finance since 1996, beginning as a support staff member in Washington County. She has held several positions throughout her career before becoming a Treasurer in 2009. As a long-time OASBO member, Kristine has participated in numerous committees and serves as a seminar director, mentor as well as frequent presenter.

Jeremie Hittle, SFO is the CFO/Treasurer of Piqua City Schools where he oversees a budget of more than $50 million in public funds. Jeremie is dedicated to providing the best possible educational opportunities for every student, while tightly managing precious community funds. He is very active in state and federal issues concerning education and the potential impact on the students of Ohio. During his career, Jeremie has received multiple state and national awards including the Ohio Auditor of State Award with Distinction, Certificate of Excellence in Financial Reporting from the Association of School Business Officials International, the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association. Jeremie has over 15 years of experience working both as a social studies teacher and Treasurer/CFO. Jeremie earned a BA in Business Administration, Public Administration, and Political Science from Capital University and an MS in Education from the University of Dayton. In November 2019 Jeremie earned the designation of a Certified Administrator of School Finance.

Nancy joined SORSA as the Loss Control Manager in 2016. She manages the loss control services offered by SORSA including assisting Members to set up customized trainings along with building and playground inspections. Nancy holds a Certified Insurance Counselor (CIC) designation as well as a Certified Playground Safety Inspector (CPSI). Nancy has spent over 40 years in the insurance industry and was a former independent insurance agent that worked with several SORSA Members. Prior to joining SORSA, she worked for a public-school pool management brokerage firm in California, overseeing the loss control department. Nancy is available to assist districts with on-site property inspections, playground inspections, employee & employment practices training sessions, in-service bus driver training and more.

Kiesha Martin has been an Account Executive with Sedgwick MCO since 2018, dedicated to simplifying the managed care process by assisting with controlling cost, client education and safety management programs. Kiesha received a bachelor’s degree from Ohio Dominican University. Kiesha has over 25 years’ experience in the workers compensation industry from claims management, hearings, self-insured and account management.
Dan Romano
Treasurer/CFO, West Clermont Local Schools
Daniel M. Romano is Treasurer/CFO at West Clermont Local Schools in Southwest Ohio in August 2020. He is also CEO and a Co-Founder of Edventures in Learning, Inc. a strategic learning and communication company. Prior to his current roles, Dan spent 23 years in the public sector holding positions as Treasurer/CFO and Business Manager in both Toledo and Sylvania City School Districts in Ohio.
In 1997, Dan was recruited to serve as an international consultant assisting Fortune 500 companies in bringing their strategic plans to life through a methodology that democratized data and dialogue to all parts of the organization. In 2012 Dan, was again recruited. This time by Forecast5 Analytics, a start-up company focused on building a business intelligence and forecasting platform for the Public Sector. Serving as SVP, he was responsible for the development and growth of new and innovative business intelligence and analytic tools to a multistate market of local governments that included Ohio, Indiana, and Michigan. In 2016, Dan resumed the full-time helm at Edventures in Learning. More recently the company has expanded its service delivery of innovative tools and resources to engage employees and stakeholders in the critical issues of their organization.
Dan is an active member with OASBO serving on various committees. He also assisted in the development of several of the “Essentials” curriculum which is a major component to an alternative pathway for Ohio school treasurer and Business Manager licenses.Dan received both his Bachelor’s in Accounting and a Master of Business Administration from the University of Toledo.

Tom Mitchell is founder and President of Bonefish Systems. Mr. Mitchell has spent 26 years in the financial services sector holding numerous technology and business roles in large banks and insurance companies.
In 2007, Tom started Bonefish Systems. After working for large corporations for close to two decades, Tom wanted to bring fraud prevention and detection technologies to smaller organizations that could not otherwise afford them. Bonefish Systems now serves hundreds of school districts and municipalities across Ohio and has recently expanded into Florida, Michigan, and Pennsylvania. Tom is a member of the Association of Certified Fraud Examiners. He earned his undergraduate degree at Kent State University in Computer Science and also holds a Masters of Business Administration graduate degree from Case Western Reserve University, Weatherhead School of Management.

Brock Miskimen

Brock Miskimen practices construction, procurement, and ethics law. In his construction practice, he regularly advises clients on project delivery systems and prepares procurement and bidding documents as well as construction project contracts.
Brock worked in various government offices prior to joining Bricker Graydon, giving him the experience to assist clients in navigating the various levels of government. Most notably, he served as chief legal counsel for the Ohio Department of Natural Resources (ODNR), where he also advised the Oil and Gas Leasing Commission. While there, he coordinated litigation involving ODNR with the Ohio Attorney General's Office including the settlement of a multi-million-dollar litigation matter involving decades of flooding. Brock also advised ODNR on the construction and renovation of the Department’s infrastructure including dams, lodges, and cabins. Brock also managed outside counsel contracts and oversaw the in-house legal staff of more than a dozen attorneys and professionals.
