The Battle of Lake Erie, an iconic event in American history, serves as a perfect case study to reflect upon leadership style, innovation, and strategic vision. On Sept. 10, 1813, American Naval Captain Oliver Hazard Perry led a small fleet of nine ships in the first unqualified defeat of a British naval squadron in U.S. history at the Battle of Lake Erie during the War of 1812. The battle was closely contested for hours, and Perry’s flagship Lawrence was reduced to a defenseless wreck. Undaunted, he moved by small boat to the Niagara and sailed directly into the British line, firing broadsides and forcing the British to surrender. Perry had won a complete victory at the cost of 27 Americans killed and 96 wounded; British casualties were 40 dead and 94 wounded. After the battle, Perry sent a famous dispatch to American General William Henry Harrison that read, “We have met the enemy, and they are ours.” The Battle of Lake Erie forced the British to abandon Detroit, ensuring U.S. control over Lake Erie and the territorial northwest.

We often feel we can be honest/direct or respectful/kind to the other person. Unfortunately, this mindset does not give us the room to be both. In this session, we will learn how to hold a hard conversation in a way that is honest and direct while being respectful to the other person. The goal is to achieve meaningful dialogue rather than argument. You will learn:
- How to prepare for the conversation.
- How to start the conversation
- What words do I use? (Template for holding the hard conversation)
- How do I respond when the other person gets angry?
Session 3 - Learning How to Prevent the BIG, UNCOMFORTABLE Conversation
Sometimes it can feel like everywhere we look, there is a looming big, uncomfortable conversation. The good news is there is a way to minimize the occurrence of these conversations and still have respectful and candid conversations that build relationships and get things done. You will learn:
- How to build trust accounts in relationships.
- What is a crucial conversation?
- How to recognize when a conversation is needed
- How to eliminate the majority of the hardest conversations

Tami has been the EMIS/State Testing Supervisor at Four County Career Center in Archbold, OH for 11 years. Prior to that she worked at an ITC assisting districts with their student software systems. Tami has a master’s degree in Career-Technical Education with a minor in Business/Human Resource Management. She and her husband enjoy spending time with their blended family of 8 children and 13 grandchildren.
Cajon Keeton
Treasurer/CFO, Benton Carroll Salem Local SD
Mr. Keeton joined Benton-Carroll-Salem School District 2015. Mr. Keeton’s past professional work included; Treasurer, Business and Technology Teacher. Mr. Keeton holds a B.A. in Education (Bowling Green State University), M.A. in Educational Administration (Tiffin University), President of Ohio Association of Schools Business Officials.
Jeff Dornbusch
Treasurer/CFO, Port Clinton City Schools
Jeff Dornbusch is the Treasurer for the Port Clinton City School District in Northwest Ohio and is the current Chairmen of the OASBO Ed Finance Committee. He also serves on his local school board as well as a member of the board of directors for his local community hospital.
Prior to becoming a Treasurer Jeff spent 15 years in the private sector as a corporate controller. He also has a business education teacher license and holds a Master’s degree in Educational Administration.
Jeff also runs Golden Gate Financial Services, LLC which provide financial consultations to public schools in Ohio.
Brad Deleruyelle
Treasurer/CFO, Pandora-Gilboa Local SD
Brad Deleruyelle is the Treasurer / CFO of Pandora-Gilboa Local Schools and has served in that role for the last 14 years. Prior to that, Brad served as the Treasurer / CFO of Continental Local Schools.
Brad graduated from the University of Toledo with a Bachelor’s Degree double majoring in Accounting and Management with minors in Business Law and Marketing. He later graduated from the University of Findlay with his MBA.
Brad has been involved in OASBO since becoming a Treasurer. He has served in the officer chairs of the West Central Chapter and is presently the Northwest Regional Director on the Board of OASBO.
Kerri Johnson
Treasurer/CFO, Anthony Wayne Local Schools
Kerri Johnson has been the Treasurer of Anthony Wayne Local Schools since 2006. Prior to being hired at Anthony Wayne LSD, she was the Treasurer at Gibsonburg Exempted Village School District for 14 years. She started her career at Vanguard Vocational Center as an Assistant Treasurer in 1990 and worked there three (3) years.
Ms. Johnson is a graduate of Tiffin University with a Bachelor Degree in Business Administration with a minor in Finance. She is a member of the Ohio Association of School Business Officials and a past president of the Northwest Ohio Chapter. She serves on various OASBO committees.
John Espy, MBA
Treasurer/CFO, Milford Exempt Village School District
John Espy is currently the Treasurer and Chief Financial Officer for the Milford Exempt Village School District, having also served as Treasurer/CFO in Miamisburg City School District and in the Clermont Northeastern Local School District. Prior to his appointment as a Treasurer/CFO, he served as a Financial Software Specialist and Coordinator of Fiscal Applications at the Hamilton Clermont Cooperative (HCC) located in Loveland, OH. In this role, Mr. Espy developed and led training sessions for over 42 school districts in southwest Ohio. He also served as the team lead for the implementation and training of the state software redesign accounting and payroll software as well as Powerschool’s eFinancePlus applications at HCC. Mr. Espy worked closely to configure and utilize third party softwares such as EDGE printing solutions, Bonefish Systems fraud prevention software, Strategic Solutions’ SCView, and OnBase by Hyland. Currently, Mr. Espy creates content for and leads a round table discussion for over 40 Treasurer’s Office staff members representing 5 counties on best practices in Ohio’s payroll and accounting software.
Matt Stout

Matt Stout is a partner in Bricker Graydon's Public Finance group and practices in the areas of public finance and public law, emphasizing school and local government law. He assists and advises with the documentation and issuance of general obligation and revenue bond transactions for municipalities, school districts, and other political subdivisions; assists and advises municipalities, school districts, and other political subdivisions with tax-exempt lease purchase financings; and provides general counsel assistance to political subdivisions.
Matt Feasel
Treasurer/CFO, Pike-Delta-York Local SD
Matt Feasel has been facing the issues of school finance for over thirty-six (36) years now. Currently he is serving as CFO/Treasurer of the Pike Delta York Local School District in Northwest Ohio. Prior to that, Matt’s professional path has taken him through the Perrysburg Exempted Village, Hilliard City, Fremont City and Elmwood Local Schools.
Matt has served as the OASBO President during the 1997-98 year. He remains an active member of OASBO serving on several committees. He’s a past board of education member serving eight (8) years as a member of the Elmwood Board of Education in Wood County. He enjoys working with K-12 Business Consulting and school business professionals across the state, providing forecasting and treasurer search services. Mentoring new treasurers and providing needed and necessary professional development have been a high priority for him his entire career. He enjoys playing golf, traveling and spending time with his family and seven (7) grandchildren.
Jenny Moneghan
Retired Assistant Treasurer
Jenny Moneghan, retired as the Assistant Treasurer for the Anthony Wayne Local School District, served in that position for 8 years. Prior to Anthony Wayne, she worked as Assistant Treasurer for Gibsonburg Exempted Village School District and was at Gibsonburg for almost 18 years. Ms. Moneghan is a graduate of Terra State Community College with an Associate Degree in Business and a major in Accounting. She is a member of OASBO and their local chapter NWOASBO.
Ms. Moneghan lives in Green Springs, Ohio with her husband. In their spare time, they enjoy raising and showing their Labrador retrievers and Cavalier King Charles Spaniels. They have 3 adult children and 3 awesome grandchildren.
Melcie Wells
Treasurer/CFO, Warren City Schools
A public school Treasurer for 15 years, Melcie has established herself as a respected colleague that strives in leadership and collaboration. A 1993 graduate of Waterford High School, a 1996 graduate of Marietta College with a Bachelor of Arts degree in Accounting, Melcie started her career in the newspaper industry serving as the accountant for the Gannett owned Marietta Times in Marietta, Ohio. In 1999, she decided to further her education and in 2000, became a graduate of Ohio University with a Masters of Science in Accounting.
In 2000, Melcie accepted a position with the Local Government Services division of the Ohio State Auditor’s Office. Over the next eight years, Melcie worked with various governmental entities assisting and or completing GAAP conversions, five-year forecasts, PAFR’s, training of governmental finance officials, and creating training manuals.
In 2008, Melcie accepted her first Treasurer’s position in her home school district, Warren Local in Vincent, Ohio. In 2011, Melcie accepted an additional position with Fort Frye Local Schools as their Treasurer and served both District’s through a shared services agreement for 2 years. Melcie still serves as the Treasurer at Warren Local currently and is a past OASBO Board President.
Anne Arnold
Treasurer/CFO, Gibsonburg EVSD
Anne Arnold recently relocated to Gibsonburg EVSD. Prior to this move she was Treasurer/CFO at Edison Local Schools in Erie County. She oversees the financial operations of the district with a general fund budget of almost $20 million dollars. Before Edison Local, Anne was the Treasurer/CFO at Benton Carroll Salem Local School District in Oak Harbor and prior to that at Woodmore Local Schools in Woodville.
Anne graduated from Bowling Green State University with a Bachelor of Science in Broadcast Journalism. After a career in retail management, she decided to pursue public education and became the Accounts Payable Coordinator at Fremont City Schools. While there, she obtained her School Treasurer’s License in May 2003.
Anne has been involved with OASBO for many years and has served on a number of committees, served as an officer for the Northwest Chapter and been a presenter at several professional development meetings. She was also name Outstanding Treasurer/CFO of the Year for 2017. Anne is also a member of the Village Council in Lindsey, Ohio where she lives with her husband and son. In her spare time, she enjoys day trips with her family and spending time with friends.
Rhonda Feasel
Treasurer/CFO, Mohawk Local SD
Rhonda Feasel holds a Bachelor of Science in Business Administration from Heidelberg University and Masters of Education – School Business Official from Ashland University. She has experience working with the Crawford County Auditor’s Office, State Auditor’s Office, two public schools (Elgin Local and Mohawk Local), one educational service center (North Central Ohio ESC), and Marion Technical College as a professor of Accounting and Business. Rhonda has been active in OASBO for over fifteen years. During that time she has served on the Auditor of State, Education Finance, and Diversity, Equity and Inclusion committees.
